Is it illegal to have a forum/website contains Rapidshare/Megaupload links?

I’ve found a lot of forums that contains Rapidshare or Megaupload links. Those links lead users to Rapidshare/Megaupload website and then they can start downloading. (Some links lead to download some stuff like copyright movies, musics, or licensed software)
So are theses forums/website illegal?

I wouldn’t go around reporting every site I see with those links. There are some sites that give legit downloads using those services.
